Cleanups and fixes in the 2023 US Census TIGER address data import. More addresses are now included.

Added abbreviations for ordinals Northwest (NW), Northeast (NE), Southwest (SW) and Southeast (SE).

Fixed the display of NL N-road names. These roads now always use the NXXX format.
